Will the EL-WIFI-TH+ still record and transmit data while the USB is plugged into either a power charger or PC?

Yes, as long as the logger is started it will continue to record even when plugged in. It’s fairly common practice to leave the loggers plugged into AC power while they are in use to power them and just have the internal battery there as a backup.
